A Study on the Role of Human Resource Management in

Terms of Employee Perspective

1. INTRODUCTION

Background of the Study

The Human Resource Management

(HRM) deals with managing people within

the organization, there are number of

responsibilities that come with this title of

HRM (Handy, 1999). First of all, the

Human Resource Department is

responsible for hiring members of staff,

this will involve attracting employees,

keeping them in their positions and

ensuring that they perform to expectation.

Besides, the Human Resource Department

also clarifies and sets day to day goals for

the organization. It is responsible for

organization of people in the entire

company and plans for future ventures and

objectives involving people in the

company. Therefore the Role of the

Human Resource Management is derived

from the functions of the Human Resource

Management that are play or practice by

the organization.

In the earliest day servicemen and

Lawyers had a demand for employment as

personnel managers in organizations, be

they in public or private sectors. Over

decades, this scenario has changed

witnessing professionally qualified people

occupying Human Resource positions

owing to the expansion of HR education at

universities and professional institutions in

the country (Dassanayake, 2009).

Generally organization has different type

of Roles and responsibilities and also the

objectives, goals, mission, vision, and

functional activities everything varies from

one organization to another. Based on

these things, every organization must

determined what are they going to do, how

to conduct the day to day activities of the

firm, who is responsible person for each

activities and what are the duties of every

employees, these matters are vary from

one organization to another and some firm

have different department so every

department have different functions and

task.

Therefore the Human Resources managers

have to play different types of Role based

on organizational requirements. Actually

the Roles of HRM depend on the firm

operational activities and functions.

Empirical Gap

A researcher in Sri Lanka has investigates

the Role of HRM in his research of

emerging Role of Human Resource

Management (Dassanayake, 2009). In this

connection the researcher interviewed a

HRM specialist for his research purpose.

According to his statement today HRM

gaining maturity for playing the Role of

business partner, in the earliest period

(1960 to 1980), the Role of HRM revolved

around transactional operations with an

administrative orientation. Then functions

of HRM, i.e. recruitment, selection and

hiring, payroll, discipline, grievance

handling, compliance, record keeping and

employee relations were considered in

isolation. Therefore the Role of HRM vary

from the functions of the HRM because of

the evolution and important of HRM to

business context.

One researcher suggested that there are

several Roles of Human Resource

Management in the organization (Ulrich

and Brokbank 2005). The Role of Human

Resources (HR) function and the practice

of the HRM hugely vary in different types

of organization (Sisson1995). HRM is not

a single homogeneous occupation but it

involves a variety of Roles and activities

that differ from one organization to

another and from one level to another in

the same organization. The Role of HRM

is nonspecific and their status is not fully

recognized rather than the theory of HRM

(Thurley’s, 1981).

Today, we can see, depending on the stage

of development of industries, Sri Lankan

organizations, particularly in corporate

sector, have shown a gradual shift or

transition from personnel to Human

Resource leadership. This shift has now

started earning the recognition for HRM

where hiring right people and developing

them through a planned approach are

considered as the source of competitive

advantage. Though the pace of

transformation is slow, HR departments in

many large organizations have revisited

their Role and reoriented it to be a partner

to business, supporting business goal

achievement (Dassanayake, 2009).

Based on the above empirical evidence,

there is a need to investigate the role of

HRM in these selected commercial banks

of Batticaloa region. Hence, the research

question of this study is:

What is the level of Human

Resource Management Role in

state banks and private banks

from the perspective of employees

and managers?

Research Questions

The Role of HRM comparative research

study offered three important questions to

investigate the current status of Role of

HRM in selected banks sector of

Batticaloa district.

1. What is the level of Human

Resource Management Role in

state banks and private banks from

the perspective of employees?

2. What is the level of Human

Resource Management Role in

state banks and private banks from

the perspective of branch

managers?

3. What are the difference between

state banks and private banks

regarding Role of Human Resource

Management from the perspective

of employees and branch

managers?

Purpose of the Study

The purpose of this study is to investigate

the Role of Human Resources

Management in terms of employee’s and

branch manager’s perspective in the

selected commercial banks of Manmunai

North Divisional Secretariat of Batticaloa

region.

An investigation of the Role of Human

Resources Management in that particular

selected commercial banks and comes to a

conclusion based on formulate hypothesis

regarding the Role of Human Resource

Management . It will leads to a standards

conceptual frame work for Role of Human

Resource Management in the banks sector.

Research Objective

Specifically, this study is intended to

achieve the following objectives:

1. To identify the Role of Human

Resources Management from the

perspective of employee of state

banks and private banks.

2. To identify the Role of Human

Resources Management from the

perspective of branch managers of

state banks and private banks.

3. To identify the difference between

state banks and private banks

regarding Role of Human Resource

Management from the perspective
