Abstract:

After results of unrestrained intervention

of man on his environment, research is

focusing increasingly on the latter. This

interest is reflected in a broad debate among

specialists: landscapers, ecologists,

architects, planners, developers, managers,

and among politicians and finally among

citizens. In fact everything about the man and

his environment is everyone's business.

However, we professionals (architects,

planners, urban planners ...) daily produce,

transform ..., the environment by the many

decisions we make to try as possible to give it

the image we want. Unfortunately,

premeditated or not, the answer is in our

cities and our countryside...

Key words: new town, urban

planning, environment planning,

Constantine.

Introduction

Since that man exists, he constantly

transformed the space and the surrounding

environment. These human interventions are

relatively limited to the daily planning acts

that have generated cities and countryside that

are, the least that we can say, anonymous,

with no identities and difficult to manage.

Thus, urban planning which has on the one

hand its theses, its postulates and on the other

hand, its foundations, gestures, enterprises

that communicate with the society as does

every language, displays a sufficiency

regarding the use of the territory while

keeping the specificities of the different

regions and sites.

By a look around us, we can only note that

there is a real divorce between the

intervention of man and the environment.

Therefore, to limit the damage, another

discipline should be necessary, that of the

environment, in all its aspects, urban, rural or

natural. It actually reflects the society of

which it is "the mirror". It expresses in a

given time, a physical and symbolic reality of

successive actions of man over nature. The

environment "as a physical element, as a

perception generator and source of sense, as a

state caused by a multiplicity of factors, the

environment as an art to develop and build".

2 - Analysis

In Algeria urban, rural and even natural

environments are in full transformation

mainly due to socio-economic changes and

even policies that continue its way out and

very deep in the territory which is considered

to be still virgin over which all the

experiences and excesses are possible. As

such, the imprint of the

human is there to witness the destruction of

the symbiotic relationship that has always

existed between the environment and man.

This latter leads us in fact, right to "a sort of

disfigurement and loss of cultural identity".

Therefore, the tribute we pay to modernity

weighs even more.

Thus, international models imported by a

centralized policy decisions, became the

preferred reference style that the authorities

have adopted. This is how architectural and

urban creations are more and more

characterized by standardization and

normalization of imported projects without

taking into account the specificities of our

society and especially those of the site. The

planned space extends while chasing

spontaneity, life instincts and desires that

characterized the building mode of our

ancestors who were able to cope and live in

harmony with nature. Highly integrated with

its environment, traditional architecture has

often served as an example to the greatest

architects.

Is it possible to build anything, anywhere and

allow the concrete to invade

everything, our cities, our countryside...?

Photo 3: Unplanned urban spaces. Photo 4: Immediate reaction of an aggressed

nature.

The proliferation of "concrete boxes"

undeveloped outdoor areas and therefore

unused on one side and the slums on the

other, represents the most frequent

aggressions from which our environment is

suffering, constantly breaking the oldest

relationship in the world and most natural that

exists between man and his environment.

Induced demographic motor accompanied

later on by an administrative promotion

(allocation of urban functions, investments,

etc.), the urbanization process is at the

expense of the people and their living space

including rural areas which main activity is

agriculture. This has led and still leads to a

bleeding of marginal areas.
