The organizing and managing of collective bus transport for

the city of Constantine

Introduction:

Public bus commuting plays an important and

major role in all the cities of the world for its

great importance, as it affects and is affected by

both the city and the human , it provides

economic, social , political , cultural mobility and

organization of the field, and restructuring of

the infrastructure in addition to its coherence ,

with the other means of transportation , the

Algerian growth within the field is clear but it

has not risen to the intended and sufficient level

from a viewpoint of organization and

management ,taking into consideration the

conditions of the vehicles in use , and the

increase of individual car use and the increasing

demand on the public transportation , which has

led to the saturation of roads, and thus the lack

of supply , so we ought to upgrade the

transportation elements, road networks and

creating a variety of transportation options,

especially buses through creative organization

and management tools , both as short term and

medium term in order to provide and build a

liquidity on the roads and improving the means

of transportation in order to build a strong

public transportation system.

The city of Constantine has been chosen as a

space for an implementation study for the

condition for the different means of

transportation based on a regional level (urban,

suburban and interstate) according to the

demand and polarization for the city as it is dual

demand from both in and outside the city, and

so the subject of the study is brought as an

official sponsor and all of this entitled “The

organising and managing of collective bus

transport for the city of Constantine”.

The city of Constantine has undergone a

weakness and a lack of public transportation,

and chaotic management in the manner it has

been managed , regarding the increasing

demand and urban expansion within the city

and in order to study the problems and factors

that led to a huge shortage in the transportation

service in the city of Constantine , we are going

to analyze the elements of these problems

through asking the following questions:

What are the main problems that face the

Bus public transportation? , and how satisfied

are we with this situation and what are the

suggestions and solutions presented?

The degradation of the public buses is a result of

means , management and organization.

1) Levels of geographic studies in the urban

field:

If the construction study for both civil and social

world takes place within the urban structure of

the city and its suburbs, the spectrum of

geographic study will broaden to include the

boundary that includes whatever affects and

gets affected by the city, creating what is known

as the city region which is difficult to specify

accurately, within this frame Mark Kot has set

three levels for geographic research; the first

level deals with the constructed areas of the

city (able to be expanded), the second level is

about the urban area and finally the third level

is about the urban region which is applied in the

study.

1-1)The urban region: It is the employment as in

the field that is connected to the city

economically and service wise and the study

depends on the flow ( people, merchandise,

money and decision-making ) , these flows are

less in number compared to those in the urban

areas yet they are more powerful and

influential as they represent a field of effect or

attraction to the city[1]

.

2) define Public commuting : or the ordinary

people commuting through transportation

systems that transport citizens and goods from

and to shopping ,residential, and education

areas such as schools, universities and leisure

spaces[2]

.

It is known in the official journal as:

Transportation used in readied vehicles by a

manufacturing party to transport both

individuals and goods from one place to another

through roads[3]

.

3) Policy and management of collective

transportation (Constantine, Algeria) :

The number of vehicles in Algeria was estimated

at 3985958 in 2008 by the national statistics,

where the touristy vehicles have in the top with

61.77% by 2462003 vehicles, the urban vehicles

and intercity has reached 67311 with a

percentage of 1.69%from the total number of

vehicles, and concerning the city of Constantine

its yard has reached 138424 vehicles, with a

share of 3.47% of the whole country’s yard, and

the majority of the governments yard is old and

had been manufactured before the year 2000

estimated at 2844825 vehicles by 71.37%[4] , and

we will elaborate in this research to study the

policy of collective transportation in Algeria

before and after the year 1988 that resulted in

Acts and new executive laws in this field and

this is was due the government following a new

economical strategy [5]

, the government policy

has undergone three stages from monopoly to

privatization, then gradually returning through

ETC (The national institutions for urban

transportation) after significant absence , The

nation returned to the collective transportation

after the issuing of the executive act 386-04 in

November 24th 2004 urban public institutions

distributed in different regions as follows: Algers

ETUSA, Constantine ETC , Oran Eto, Setif ETUS,

Annaba ETA , Skikda ETS. Laws and acts have

also been passed that would work on the

privatization of the transportation system and

provide facilities which led to an increase in

investment in urban, semi urban, the rural

transport and inter cities, the national transport

policy was reflected in the transport policy for

the state of Constantine which has witnessed a

large increase in buses, and chart 01 represents

the evolution of urban ,semi urban, rural and

inter cities collective bus transport starting from

the year 2004 to the year 2013 where the urban

,semi urban, rural and inter cities bus yard has

evolved and observed increasing growth

especially urban buses starting from 650 in 2004

to 1092 buses in 2013 and this is because of the

increasing demand on transportation within the

cities.

4)Network of Collective bus transport: We will elaborate on the study of collective network transport

lines on its various levels as they are connected and coherent , and this detailed study branches out of

field investigation according to urban lines between cities and states from a viewpoint of the size of

daily commuters in addition to buses and their conditions and the lines they operate on.

These stations play a major role in the bus

transport in in urban lines as it contains 19 lines

distributed on the urban soil of the city of

Constantine. With a total number of buses

reaching 274, out of which 248 are from the

station yard seating 35, 231 from the same sum

is considered relatively old, before 2010, and

concerning the commuters their number has

reached 56070.
